"Brandon delivered solid work across multiple rounds of a Business Associate Agreement negotiation with a contractor marketplace. The engagement spanned an initial federal HIPAA framework drafting, multiple rounds of redlining and negotiation, and a final federal-consistency review of state-law additions delivered by separately engaged Illinois counsel. What stood out: when the matter required Illinois-specific expertise outside his bar admissions (DC and MD), Brandon was direct and honest about it. He confirmed the gap, recommended local counsel, and accepted a clean handoff back when Illinois additions were ready for federal review. That kind of intellectual honesty about scope limitations is rare and valuable — a less scrupulous attorney would have stretched the engagement to cover state matters they weren't qualified to opine on. His final memo confirming alignment with 45 C.F.R. Parts 160 and 164 was the kind of artifact that supports both internal compliance defense and counterparty negotiation. The structural cleanups (signature block parallelism, dynamic pagination, numbering corrections, indemnification carve-out from the liability cap) all materially improved the document.
